James Noyes is a 35-year veteral employee of Los Angeles County. He has managed and administered nearly all
aspects of the Department of Public Works activities, including the planning, design, construction and maintenance
of flood control, roads and highways, water and sewer infrastructure; planning and construction of County owned
buildings; solid waste planning; water quality issues such as administration of the storm water permit and the
total maximum daily road programs; property acquisition and management; management of the Countys general aviation
airports; regulation of land development; and personnel and financial administrative functions.
Mr. Noyes currently serves as Chairman of the Board of Directors of the Urban Water Institute and Chairman of the
California Association of Flood Control Agencies. He is also the current President of the Southern California Chapter
of the American Public Works Association, sits on the Board of Trustees of the Southern California Water Committee
and chairs the Public Outreach Task Force.
